Thanks for the more info. I was disturbed by Ash's post link: it seemed no one felt they needed to DO anything about the dogs' situation. And what about getting them neutered/keeping down the newborn population?

Animal welfare is in such a primitive state in so many places around the world. When I read about many of their situations and practices I shudder. Advances are being made though it never comes quickly enough for the animals on the street now.

It comes down to money. It's cheap to ignore the problem, then just round them up and kill them when they do get noticed.

Not YOUR fault! :-) I meant the fact that no one seemed to be doing anything about it in the article you listed upset me to know. But I wasn't surprised. I just tend to flail a lot about stuff that enrages me that I can't do anything about. (It's either flail, or get up on a water tower with a long range missile and "go postal"!)
